PRFI HQ

This adaptive re-use consolidates PRFI’s headquarters within two existing buildings and elevates the campus into a resilient Emergency Hub for the surrounding community. Guided by strict parameters to maintain or reduce the footprint, avoid unwarranted expansion, and prioritize durable, sustainable interventions. The design addresses steep topography, disorganized parking, and limited open space by reorganizing site circulation and exterior areas to enhance wayfinding and create usable outdoor zones. Interior layouts are opened to daylight and coastal views, strengthening the connection to the site while enhancing comfort and efficiency.

Resiliency features include rainwater harvesting; a solar PV array with battery storage and an emergency generator; waste recycling; EV charging; satellite communications; and service amenities (showers, laundry) to support operations before, during, and after disasters. A protective envelope of vertical aluminum tubes wraps the primary two-story building, its hurricane-informed, multidirectional pattern acting as an impact-resistant sunscreen that filters light, reduces heat gain, and mitigates projectile risk, delivering “bunker-like” performance without the aesthetic. Perimeter block walls and narrow windows are replaced with larger fixed glazing to maximize daylight, with sliding metal panels safeguarding vulnerable openings at the multipurpose building. Flexible interiors accommodate conferencing, training, and temporary shelter as program needs shift across emergency phases.
